YCU was incorporated in accordance with Section 2 Trustees (Incorporation) Act 1952 as Pemegang Amanah Yayasan Canselor Universiti Tenaga Nasional Berdaftar. YCU rules and regulations as stated in the Trust Deed related to its objectives, appointment of Board of Trustees, powers and duties, and audited accounts. YCU is governed by regulatory bodies such as Legal Affairs Division, Prime Minister Department (BHEUU) and Lembaga Hasil Dalam Negeri (LHDN).

LHDN has approved YCU for tax exemption under subparagraph 13(1)(A) of the Income Tax Act 1967. In this purview, all cash donations to YCU donors are eligible for tax exemption under sub-section 44(6) Income Tax Act 1967.
